Your November ballot will include Proposition CC:
Without raising taxes and to better fund public schools, higher education, and roads, bridges, and transit, within a balanced budget, may the state keep and spend all the revenue it annually collects after June 30, 2019, but is not currently allowed to keep and spend under Colorado law, with an annual independent audit to show how the retained revenues are spent?
A Prop CC win would allow Colorado to retain excess revenue it is currently required to refund under the Taxpayer’s Bill of Rights (TABOR). Without a tax increase, Proposition CC increases desperately needed funding for education and transportation in our state. The built-in audit ensures funds are spent wisely and as intended.
In limiting funds, TABOR has stifled innovation. It could be so much better. I envision public schools that aren’t forced into 4-day learning schedules because of budget constraints; where music, arts, and athletics programs are robust and accessible to ALL kids; where standardized tests are emphasized less; where programs that include experiential learning and outdoor education make every student’s education exceptional....See full Enews
